　　12月18日，中国海南自由贸易港正式启动全岛封关运作，封关运作后，海南将成为全球面积最大的自由贸易港。

　　The Hainan Free Trade Port (FTP) officially launched the island-wide special customs operations on Dec. 18, establishing the island as the world's largest free-trade zone by area.

　　封关是指将海南岛全岛建成一个海关监管特殊区域，实施以“‘一线’放开、‘二线’管住、岛内自由”为基本特征的自由化便利化政策制度。“一线”放开，就是将海南自由贸易港与我国关境外其他国家和地区之间作为“一线”，实施一系列自由便利进出举措；“二线”管住，就是将海南自由贸易港与内地之间作为“二线”，针对“一线”放开的内容实施精准管理；岛内自由，就是在海南自由贸易港内，各类要素可以相对自由流通。

　　Hainan’s special customs operations aim to transform the entire island into a special customs supervision area, implementing a liberalization and facilitation policy system characterized by “free access at the first line, regulated access at the second line, and free flow within the island”.

　　Free access at the first line means treating the border between Hainan FTP and all other countries and regions outside China’s customs territory as the “first line”, and implementing a series of free and convenient entry-exit measures;

　　Regulated access at the second line means treating the border between Hainan FTP and China’s mainland as the “second line”, and applying precision management on items enjoying free access at the first line;

　　Free flow within the island means that various factors of production can circulate relatively freely inside Hainan FTP.

　　海南是中国南部的热带岛屿省份，位于连接太平洋和印度洋的重要枢纽位置。2018年4月，中国政府宣布支持海南全岛建设自由贸易试验区，逐步探索、稳步推进中国特色自由贸易港建设。全岛封关运作被视为中国这一重大国家战略的标志性工程，也是中国扩大高水平对外开放、推动建设开放型世界经济的关键举措。

　　Located in southern China, Hainan is a tropical island province that serves as a key hub linking the Pacific and Indian Oceans. In April 2018, the Chinese government announced support for developing the entire island into a pilot free trade zone, with the long-term goal of gradually building it into a free trade port with distinctive Chinese characteristics. The launch of the island-wide special customs operations is viewed as a landmark project under this major national strategy. It represents a key step for China in advancing high-standard opening-up and fostering an open world economy.

　　1.建设自由贸易试验区是党中央在新时代推进改革开放的重要战略举措。十年来，各自贸试验区贯彻落实党中央决策部署，解放思想、守正创新，推出了一大批基础性、开创性改革开放举措，形成了许多标志性、引领性制度创新成果，有效发挥了改革开放综合试验平台作用。

　　Building pilot free trade zones is an important CPC Central Committee strategy for advancing reform and opening up in the new era. Over the past decade, the decisions and plans of the Central Committee have been rigorously implemented in the pilot zones. While continuing to apply what has worked well in the past, those responsible have freed their minds, broken new ground, rolled out a range of pioneering and foundational initiatives, created a large number of innovative and impactful institutional changes, and succeeded in building the pilot zones into comprehensive pilot platforms for reform and opening up.

　　2.新征程上，要在全面总结十年建设经验基础上，深入实施自贸试验区提升战略，勇做开拓进取、攻坚克难的先锋，在更广领域、更深层次开展探索，努力建设更高水平自贸试验区。要坚持党的全面领导，坚持以高水平开放为引领、以制度创新为核心，统筹发展和安全，高标准对接国际经贸规则，深入推进制度型开放，加强改革整体谋划和系统集成，推动全产业链创新发展，让自贸试验区更好发挥示范作用。

　　On the new journey, we should implement the strategy for upgrading pilot free trade zones on the basis of the experience accumulated in the past 10 years. We should be enterprising pioneers who forge ahead, overcome all obstacles, and explore new opportunities in more areas to raise the standards of the pilot zones. We should uphold the Party’s overall leadership, aim for high-standard opening up, and focus on institutional innovation. We should coordinate development and security, align ourselves with the most demanding international economic and trade rules, expand institutional opening up, strengthen the overall planning and integration of reform measures, and promote innovation-driven development across entire industrial chains. This will allow the pilot zones to maximize their role as exemplars.

　　3.无论国际形势如何变化，中国打造市场化、法治化、国际化营商环境的决心不会变，一视同仁为外商投资提供优质服务的政策不会变。

　　However the global situation may evolve, China’s resolve to foster a market-oriented, law-based and internationalized business environment will not change, and nor will our policy of providing equal and quality services to foreign investors.
